Lenders deliver them to their loan officers, brokers and others authorized to offer their loans to the public. While the applicant is waiting for the lender to validate her information, the posted price is likely to change with changes in the market, making the early price quote obsolete. By that time, the applicant may be committed to the transaction, having invested in an appraisal that is not transferable to another lender, and possibly having paid other fees as well. The only way that shoppers can compare posted prices of competing lenders, and check that the locked price is the posted price, is to access a multi-lender website that obtains the posted prices of participating lenders for disclosure to shoppers in real time.

A: Since 1997, our East Bay real estate market has required a "disclosure package" to prospective buyers before sellers accepting a written contract. The purpose of this disclosure package is to give prospective buyers a full portrait of the property. Since each prospective buyer is given the disclosure package before submitting an offer, each buyer is aware of the condition of the property, and is able to make an offer based on the same knowledge as the next buyer. Since neither the seller nor buyer had invested in any inspection reports about the property's condition before accepting a contract, the purchase price became a moving target.
